I will give you a step-by-step guide so read carefully if you miss one point you won;t able to find ground 1.

How to Find Testing Ground 1
First we need to find the location of testing ground 1 so for that you need to move head to east of the Monorail Station where you begin on the VDNH: is ground chapter. The map location is shown in the above image.
Once you arrive there, you will find the door of testing ground 1 is locked. You have to find a winding white staircase east of the doorway, you can see in the map down below.
After you arrive there, then go to the top of the stairs and interact with a Pchela shaped device and try to take control of the security camera of that area. After gaining control you can use them to get a testing view of the testing ground 1 entrance and just open it, this the same similar process to you may be done during Forest Village Segment.
To do the correct camera you need to access the image down below. To Access, fo towards the Silo door/ and hit the R1/RB to open. After leaving the camera they come back to Silio and use the elevator to reach the testing ground.
Testing Ground 1
Now, You are inside the Testing ground 1, now descend the stairs and to be safe and keep stock, enter the left side of your safe room. Once you are fully prepared, leave the room and move ahead to the corridor and pass the red gate opposite to you.
After passing the red gate you will find yourself from lots of metal shutters. To get rid of its from shutters you need to electrocute the magnetic coils found all over the body using the shock ability . look up your head and you will see ate on the roof with lots of blue cylinder hidden behind that.
You’ll find yourself in front of several metal shutters. To move these shutters, we’ll need to electrocute the magnetic coils found above us using the Shok ability. Look upwards and you should see a small grate in the roof with several blue cylinders hidden behind it. These are magnetic coils. Zap the cylinders and the shutter ahead of you should open as the one behind it closes.
Leap over the now-open shutter, then look up, zap the red magnetic coils above you, and the next shutter should open, revealing a path ahead. You’ll enter a giant room with more magnetic coils on the ceiling. Zapping the coils here will make shutters emerge from the floor, providing you with elevated pathways.
Our objective is to cross to the doorway on the opposite side of the room. Drop down to the floor and head to the top right-hand corner of the area. Look for a line of blue coils on the floor and stand on them. They’re pictured above.
Zap the red coils on the ceiling and you’ll be raised into the air. From here, jump to the platform attached to the wall to your right and then leap across to the stairwell leading to the exit.
Push down the route ahead and follow it until you reach a diverging path. Take the door on the right and jump into the ventilation shaft you find at the end of it. Follow it until it drops you out in another corridor. Save in the safe room to your left, then take the second door on your left.

Return to the corridor and head through the first door on the right. You’ll enter a room filled with several generators. You’ll be attacked by four LAB TECH bots, a DUCK bot and a Laborer here, so defeat all of them and then loot the trunks in the rooms on your left and right. When you’re ready to move on, head to the back of the generator room and take a left, following the corridor until you reach a truck.
Take a right here, head through the archway and climb through the hole in the wall to your left. Loot the office you find yourself in, then head into the safe room to your left, save and upgrade your guns. When that’s done, return to the office and exit through the door opposite the hole in the wall we entered through.
